The following links will provide you with the three (3) documents that are necessary when applying for DBE certification. The IL UCP
Certification Application and Work Category and
Location Document can be completed
electronically, however, the documents are not
to be submitted electronically.
Send your completed (printed) application and supporting documentation to the Illinois Department of Transportation, Bureau of Small Business Enterprises, Attention: Certification Section, 2300 South Dirksen Parkway, Room 319, Springfield, IL 62764.
IMPORTANT:
- Prior to applying for certification, you
should read the DBE program eligibility requirements as they
appear in the federal regulations (49
CFR part 26).
- Please note that on the anniversary date of your
certification, you MUST submit a
No Change Affidavit
that meets the requirements of 49 CFR 26.83(j).
- Please note that you MUST submit a
Continued DBE Eligibility Affidavit – following
every fourth (4th) No Change Affidavit submittal that meets
the requirements of 49 CFR 26.83.
- IDOT has supportive services consultants throughout the
state that will assist you (at no charge) in completing your
DBE application. If you have questions or need assistance,
contact the consultant that covers your highway district:

IDOT, through its supportive services consultants, offers
workshops/sessions throughout the year that cover such topics as
“How to Do Business with IDOT,” “Estimating & Bidding,”
“Prime/Subcontractors Networking,” “Strategic Planning/Joint
Ventures/Second Tier Subcontracting,” “Survey & Layout,”
“Bonding/Financing/Credit Restoration,” “DBE Roundtable
Discussion,” “Plan Review/Take Offs,” and “Project Management
and Documentation.” Firms do not have to be DBE-certified to
attend these workshops. If there is a topic for a workshop
that your firm would find useful, but is not offered, please
discuss with the appropriate consultant. For more information about
