"The Department of Transportation has established Annual Open-end
Contracts to enable the District Engineers of the Department, the
Illinois State Toll Highway Authority and all Authorized Local
Governmental Units to purchase various types of materials to be picked
up on an 'as needed' basis during the contract period. The invitation to
bid is administered by the Procurement Services Division of Central
Management Services. In addition to the Standard Specifications for Road
and Bridge Construction, 'M' specifications, which were developed for
specific materials, are used in the procurement process."
