Regarding Department Contract No. DOT08-CBLA-01
Land Title Insurance Services

The Illinois Department of Transportation received a vendor’s inquiry regarding Pricing/Compensation for the Invitation For Bids (IFB) for Land Title Insurance Services, Department Reference Number DOT08-CBLA-01. The inquiry addressed the IFB’s provisions under the Instructions at Section 1.41.d. Price, which requires the Vendor to provide a price for Bid Item (c), “Bid amount per parcel for the original commitment except that restricted to the mineral estate and not including insurance premium at the elevated delivery rate.”
 
The Instructions’ related provision under the Contract For Supplies and/or Services, is found in Attachment A, A-1.b., “Original title commitments except that restricted to the mineral estate at the elevated delivery rate depicted in Section A-5 of this Scope of Services.”
 
Section A-5.b. (Delivery to the Department) provides, “When specifically ordered by the DEPARTMENT, one hundred original commitments shall be delivered within the first 35 calendar days after receipt of the order. The DEPARTMENT will compensate the VENDOR for this elevated delivery rate at the corresponding compensation amount described in Attachment B for the original commitments that exceed thirty-five in number. The DEPARTMENT’S work order shall state that original commitments shall be delivered at the elevated rate. If not specifically stated, VENDOR shall deliver original commitments at the rate depicted in “a” above.”
 
Vendor’s Inquiry: In Attachment B, should a vendor submit the total bid price for Bid Item (c), title commitments at the elevated delivery rate, or should the vendor submit only the difference in prices between the bid amount for the elevated delivery rate and the regular delivery rate (which is found at Bid Item (b))?
 
Department’s Answer: A vendor should submit the total bid amount for Bid Item (c), the elevated delivery rate. For example (and using the following dollar figures for illustration only), if a vendor wants to submit its price of $100.00 for Bid Item (b), which is the price of original commitments at the regular delivery rate, and wants to submit its price of $150.00 for Bid Item (c), which is the price of original commitments at the elevated delivery rate, then vendor should submit its price of $150.00 for Bid Item (c) and SHOULD NOT submit a price of only $50.00 for Bid Item (c).
 
PLEASE SUBMIT BID ITEM (c) IN ITS FULL AMOUNT.
 
Upon the opening of bids, the Department may ask vendors to confirm its bid price for Bid Item (c).
 
The posting of this notice will not affect the scheduled bid opening on Monday, June 25, 2007 at 1:00 p.m. Local Time.
