The Bureau of Local Roads & Streets (BLRS) issues Circular Letters (CL) to:

Update or Issue BLRS Pamphlets, Booklets, Special Provisions, and/or Forms

Provide advisory or general information issued by the Federal Government, other Bureaus within the Department, other State Agencies, or other groups/organizations

BLRS has categorized all of the CL issued, since the last manual revision in 1989, into three categories: Valid - These letters revised the previous BLRS manual issued in 1989. All of these CLs should be incorporated into the new BLRS Manual issued April 4, 2005. Electronic copies of these letters are available at Valid Circular Letters

Informational - These letters provide advisories to local agencies. Electronic copies of these letters area available at Informational Circular Letters

Obsolete - The requirements in these letters no longer apply. Obsolete letters will not be available electronically. Please contact your district BLRS office for hard copies of these letters. These letters are included in the "Complete Circular Letter List" link below.
