CMH Hospital Heliport Application
Background
Children’s Memorial Hospital has sought final approval from the Illinois
Department of Transportation (IDOT) to operate a rooftop heliport at Ann &
Robert H. Lurie Children’s Hospital of Chicago on Northwestern University’s
medical campus in the Streeterville neighborhood.
Children’s Memorial treats the most critically ill and injured children from
across Illinois. For more than 20 years, Children’s Memorial has operated a
heliport at its Lincoln Park location.
The proposed heliport would be used to receive critically ill and injured
children who cannot be transported by ground transportation without threatening
the life or condition of the patient and for organ transport. Children will be
brought from other hospitals, not from accident scenes, and the heliport would
be used for pediatric treatment of Children’s Memorial patients only. According
to Children’s Memorial, an average of 73 seriously ill or injured children and 5
organs are transported annually by helicopter to its Lincoln Park location.
In late 2007 and early 2008, the City of Chicago’s Plan Commission, Zoning
Committee, and full City Council approved plans to construct the Lurie
Children’s Hospital, including the construction of a rooftop heliport. In 2008,
the Federal Aviation Administration concluded that heliport operations could be
conducted safely. After 8 months of review by internal and external experts,
IDOT issued its preliminary approval of Children’s Memorial’s heliport
application in April 2009.
Since 2008, the Streeterville Organization of Active Residents (SOAR) has
expressed concerns over the proposed heliport, given the number of skyscrapers
between Lake Shore Drive and Michigan Avenue. As a result, SOAR asked IDOT to
deny the rooftop heliport application. IDOT held a four-day public hearing in
Streeterville from July 22-25, 2009 to obtain evidence on the rooftop heliport.
Children’s Memorial presented testimony on the first day, followed by SOAR’s
testimony on the second day. Formal presentations were followed by public
comment on the third and fourth days. A continuation of the hearing was held from June
23-24, 2011 to discuss the effect of wind and airwakes on helicopter operations,
during which experts for IDOT, CMH, and SOAR testified.
