Highland Final Update
An Access
Justification Report (AJR) was developed by the IDOT project
team and submitted to IDOT and the Federal Highway
Administration (FHWA) in the fall of 2012 for review. In order
for FHWA to approve a new access point on their interstate
system, an AJR must provide compelling data that the new access
does not create a significant disruption to the interstate
system relative to the access benefit, based on a list of
analysis criteria.
FHWA reviewed the AJR submitted by IDOT for a
proposed Interchange at Interstate 70 and IL Route 160 in
Madison County. Based on the review, FHWA felt that the AJR did
not satisfactorily meet FHWA requirements for this new access
because the benefits presented did not outweigh the operation
and safety concerns for Interstate 70. Therefore, the AJR for
the interchange improvement was not approved.
Because the
recommended alternative for the Access Highland project was not
approved by the FHWA and due to lack of public support for other
alternative improvements presented to the public as part of the
engineering and environmental study, this study and the Access
Highland Project has been suspended by the department.
