Multi-Year Highway Program Development The Illinois Department of Transportation (IDOT) develops multi-year transportation programs that identify specific improvement projects along with funding and a schedule for implementation. The multi-year highway programs are based on investment strategies that were developed to implement the policies and goals stated in the Illinois State Transportation Plan. The highway programs also are developed with input and information from current needs assessments, metropolitan planning organizations, public involvement, the Governor, the General Assembly and local officials.
